You've determined that the spring can be compressed a maximum of 2.3m and that a loaded car will have a maximum mass of 400kg . For safety reasons, the spring constant should be 15% larger than the minimum needed for the car to just make it over the top.

now 400*9.81=k*2.3


k=1706.08 N/m


so spring constant is 15% more then its specified value


K=1.15*1706.08


=1962 N/m


Now 1/2*k*x^2=1/2*m*v^2



v=sqrt(1962*2.3^2/(370))


=5.29 m/s ans
