so M=2*m
now,
after collision,
momentum will be conserved.
so m*v0=-m*v0/3 + 2*m*Vb+m*Vc
2*Vb+Vc=4*v0/3....(1)
conserving kinetic energy;
0.5*m*v0^2=0.5*(m*(v0/3)^2+2*m*vb^2+m*vc^2)
solving for vb and vc ,we get
vb=2/3 * v0
or
vb=2/9 * v0
so option 2 is correct.
