RULES OF PRACTICE :
Engineers shall not reveal facts, data or information obtained in a professional capacity without the prior consent of the client or employer except as authorized or required by law or this Code.
This NPSE code is negleced.

It would be unfair and unethical for engineer A to submit another bid. Depending upon the regulating agency, it may also be illegal. He does not, however, have to remove himself from consideration for the project.
