I do not get the difference between those two questions as a way of solving , Can anyone make the difference between the two clear ?
Like I dont S/M notation for Binary and not for Decimal Numbers . And what does it differ if we were told the numbers are signed or if we are told they are not signed ?

For calculating 10's complement subtraction; we need to follow the simple rule;
Let the two nos are X and Y; so that we need to calculate X-Y in 10's complement method.
Step 1: subtract Y from highest possible 9's complement number
Step 2: Add 1 with it to make it 10's complement
Step 3: Add X with the above stated 10's complement no.
Step 4: if the above summation has carry, then the corresponding number is positive; hence ignore the carry and the rest will be the solution.
If the above summation has no carry, then the corresponding no is negative; hence find the out 9's complement of the no and add 1 to make it 10's complement and put a neagtive sign for getting the actual solution.
a) 7188 - 3049
Step 1: find 9's complement of 3049;
9999 - 3049 = 6950
Step 2: add 1
6950+1 = 6951 (10's complement no)
Step 3: Add 7188 with the above no
7188+6951 = 14139 which produce a carry; hence the no is positive; then the actual result is (4139)10.
b) 150 - 2100
Step 1: find 9's complement of 2100;
9999 - 2100 = 7899
Step 2: add 1
7899+1 = 7900 (10's complement no)
Step 3: Add 150 with the above no
7900+150 = 8050 which produce no carry; hence the no is negative; so we need to transfer the no into its 9's complement and add 1 to get the actual solution.
9999-8050 = 1949
1949+1 = 1950
then the actual solution is (-1950)10.
c) 2997-7992
Step 1: find 9's complement of 7992;
9999 - 7992 = 2007
Step 2: add 1
2007+1 = 2008 (10's complement no)
Step 3: Add 2997 with the above no
2997+2008 = 5005, which produce no carry; hence the no is negative; so we need to transfer the no into its 9's complement and add 1 to get the actual solution.
9999-5005 = 4994
4994+1 = 4995
then the actual solution is (-4995)10.
d) 1321-375
Step 1: find 9's complement of 375;
9999 - 375 = 9624
Step 2: add 1
9624+1 = 9625 (10's complement no)
Step 3: Add 1321 with the above no
1321+9625 = 10946 which produce a carry; hence the no is positive; then the actual result is (946)10.
a) if the two no is positive and we need to add them using 10's complement method; then simply add them is the solution;

b) (+9826)+(-801) = 9826-801(do the same procedure as above)

999999 - 801 = 999198
Step 2: add 1

c) (-9826)+(+801) = 801 - 9826
Step 1: find 9's complement of 9826;

Step 2: add 1
990173+1 = 990174 (10's complement no)
Step 3: Add 801 with the above no
990174+801 = 991975 which produce no carry; hence the no is negative;
compute 9's complement 999999 - 991975 = 008024
compute 10's complement (add 1) ; 008024 + 1 = 008025
the actual solution is (008025)10.
d) For adding two negative nos, it is very easy to calculate just add them and put a negative sign before result to get the actual solution;
(-9826) + (-801)
9826+801 = 010627
Then the actual solution is (-010627) 10.
