Use an instrumentation amplifier like this one.

Since we want to amplify 10mV to 0-5V, 5V/10mV = gain of 250. Use the datasheet to select a gain resistor. For my example, G = 1 + (100k/Rg), so Rg = 100k/(G-1) for 402 Ohms. These values need to be pretty exact, and when in doubt make it a little bigger and sacrifice a little span. Since we want 0-5V, we'll want to set the reference voltage to 2.5V since that is the middle of the span. Use a reference diode for that.
