as B = 0.047 * t^2 + 1.40
dB/dt = 0.047 * 2 * t
at t = 3.80 s
dB/dt = 0.047 * 3.80 * 2
dB/dt = 0.357 T/s
2pi * r * E = pi * r^2 * dB/dt
E = 0.020/2 * 0.357
E = 3.57 *10^-3 N/C
the electric field is 3.57 *10^-3 N/C

the direction of electric field is
perpendicular to r2 and counter clockwise
