option C is incorrect because for translational equilibrium, the net force should be zero.
option D not necessary, because if there are two forces acting on a body then they will balance only when both are equal in magnitude but oposite in direction. but if there are three forces then there vector sum will be zero if they balance each other and in that condition it is not necessary that all three having equal magnitude and direction in opposition.
