Using Angular momentum conservation:

Li = Lf

Ii*wi = If*wf

wf = wi*(Ii/If)

Ii = initial moment of inertia = 19.7 kg-m^2

wi = initial angular velocity = 5.91 rad/sec

If = final moment of inertia = 31.3 kg-m^2

wf = final angular velocity = ? rad/sec

So,

wf = 5.91*(19.7/31.3)

wf = 3.72 rad/sec
