If the modem is idle it is equally likely to idle,transmitting data, or recieving data in the next second. If its is recieving data it is four times as likely to be still receiving data in the next second as it is to be idle. Likewise if its is transmitting data in the next second as it is to be idle. If it is extrmely unlikely to go directly from transmitting to recieving and vie versa, what FRACTION of TIME is the modem IDLE.
