Also, my book doesn't even talk about the rate of energy dissipation. So I have no idea if there is a formula for this. If there is, please note it.

we have, E = I^2R -------equation 1 = V^2/R ----------equation - 2 a . Tripling potential difference will clearly increase heat by 9 times. (see equation 2) b. Tripling current will clearly increase heat by 9 times. (see equation 1) c. tripling resistance will decrease heat by factor of 3 ( see equation - 2) d. Tripling resistance, E = I^2 x 3R = 3I^2 R Hence D is correct answer !!!
