friction is friction coeff * normal force
normal force here is the weight of the block m1
for static friction one can increase weight of m2 slowly and at the weight at which the black m1 moves gives the friction force
fr = T (Tension in string = weight of block m2)

if you frictional force and weight of block m1 then coeff of fr can be found

m1 and m2 need to be measured

spring balance

increase the weight of m2 by adding extra weight block in small steps

m2g - T = 0

T = m2g

T= fr

m2g = s*m1g

s = m2/m1
