Option (c) is correct.

The direction of the electric field at any point is given by the direction of the tangent to the field lines at that point. Clearly the tangents to the field lines at points D and E are in the opposite direction and therefore so is the electric field.

The intensity of the electric field near any point is given by the density of field lines around that point. Clearly the field lines are more dense near point D and therefore the magnitude of the electric field is larger at point D.
