a) When the cylinder will be out of water buoyant force will not act on it,hence part b) depicts the free body diagram of cylinder kept out of water.

b)When the cylinder will be halfway through water only a small component of buoyant force will come in picture,tension force will also be there,hence part a.

c) When the cylinder is totally submerged then major part of upward force will be due to buoyancy and a part due to tension.Hence part c)

Note; Buoyant force increases as we dip the body in water because the volume displaced of water increases
