I1*w1 = I2*w2
I1 = Is + 2*m*r1^2
I1 = 4.6 + 2*3.8*0.88^2 = 10.48 kg-m^2
If = Is + 2*m*r2^2 = 4.6 + 2*3.8*0.22^2 = 4.98 kg-m^2
w1 = 2 rad/sec
w2 = ?
w2 = I1*w1/I2
Using known values:
w2 = 10.48*2/4.98
w2 = 4.21 rad/sec
