we will use:

F = k*q1*q2/r^2

here:

k = 9.0*10^9 N.m^2/C^2

q1 = 1.6*10^-19 C

q2 = -1.6*10^-19 C

since both charge are of opposite sign, the force between them will be attractive and hence negative

F = -700 N

use:

F = k*q1*q2/r^2

-700 N = (9.0*10^9 N.m^2/C^2)*(1.6*10^-19 C)*(-1.6*10^-19 C)/r^2

r^2 = 3.291*10^-31 m^2

r = 5.74*10^-16 m

Answer: 5.74*10^-16 m
