let the final speed of wreckage be v and intial speed of truck be vt

using conservation of momentum

mc * vc i + mt * vt j = ( mc + mt) * v * ( cos(40) i + sin(40) j)

980 * 19 i + 1500 * vt * j = ( 1500 + 980) * v * ( cos(40) i + sin(40) j)

on compairing

980 * 19 = ( 1500 + 980) * cos(40) * v ....(1)

and

1500 * vt = ( 1500 + 980) * v * ( sin(40) ) ...(2)

from (1) and (2)

v = 9.8 m/s

vt = 10.4 m/s

the intial speed of truck is 10.4 m/s
