I know the answer is C but why?

1)The coefficient of variation =standard deviation /mean*100

In this problem it is confidence interval which is coefficient of variation

                 Mean= {(64.3+11)+(64.3-11)}/2

                          = 64.3

Given standard deviation= 5.6

         confidence interval= (5.6/64.3)*100

                                           =87.09
