A lap splice will be the worst location. Use the required spiral reinforcement ratio from Section 10.9.3 of the code and the equation for at the top of page 13-4 to determine the required spacing of the spiral (this is called the center-to-center pitch). The spacing must also satisfy the detailing requirements in Section 7.10.4. Design the lap splice for the longitudinal bars assuming all bars will be spliced at the same location.
