Ok, this homework was given to our class as a take home assignment, but our professor left it open ended how to learn how to design a concrete mix. Could anyone give me relevant equations/processes? I don't necessarily need the answers, just a general method. Below is the homework:

Building column for the inside of the White House
Required design strength = 28 MPa (4000 psi)
A plant with extensive history of producing concrete with s = 2.4 MPa (350 psi)
30 tests done on mix
Concrete protected from exposure to freezing and thawing
Aggregate properties
19 mm (3/4 in) nominal maximum size, angular
Bulk Volume of Coarse Aggregate per Unit Volume of Concrete = 1700 kg/m3
Fineness Modulus = 2.80
No air entrainment
