The speed of the target cart will be maximum when then the cart bounce back because in that case only, change in the momentumof incident cart will be maximum. Since the total momentum must be conserved hence same amout of momentum will change in target cart but in opposite direction. In new situation, the speed of target cart will be less than the previous situation because incident cart will be stopped and its entire momentum transfet to the target cart while in previous case when, cart was bounce back and hence the momentum transfer will be higher.
