If the wavelength decreases then the object is traveling towards you and if the wavelength increases, the object is traveling away from you.
Radio waves have a longer wavelength compared to infrared and since they are getting shifted to a short infrared wavelength, the object is traveling towards you.

Green to red shows increase in wavelength and thus the object is going away from you.
