From the Ohm's law (V/R= I) resistance is inverslly proportional to current so. low resistance bulb(C) will cause high current to flow through it. The force acting acting on a current carrying conductor is diretlcy proportioanl to current ( F= BIL) hence the bulb with low resistance shows greater force.
