When the bullet imbeds into the block from conservation of momentum
Pf = Pi
(m1 + m2) vf = m1 v1
vf = m1 v1/(m1 + m2)
Its a case of an inelastic collision where only momentum of the system is conserved but not the kinetic energy.
So the bullet block system will have less velocity than the bullet has, and hence the less kinetic energy. After the collision the enrgy will be conserved as there is no friction. But because of inealstic collsion the PE of srping will be less than the intial KE.
Hence, PEs < 30 J
