b) Yes, because due to the new refractive index of water the wavelength will become shorter and the radius of the dark and bright fringes will become shorter as well.

a) The radius of the nth dark fringe is proportional to 0.5. So when the wavelength reduces, the thickness of the rings will also reduce.

b) In water, the effective radius of curvature of the lens reduces. The radius of curvature effects the fringe radius is proportional to R0.5. So when the radius of curvature reduces, the thickness of the rings will also reduce.
