Since both are in same frame, there will be no relative velocity between the frames. Hence this problem can be solved easily by normal speed distance time relations

The distance between you and your friend is the speed of light times the time taken by it to travel. SInce light goes and comes back for you to see your friend, both are 15 light seconds away.
This means a distance of 15c= 45 lakh km (approx)
(b)
Your friend's clock will read 15 seconds backward than your time which is 15 seconds past 12.00 noon or 12:00:15. This is because you see the time that is 15s backwards due to large distance between you two
