If q is the charge on the Helium atom,
Kinetic energy after accelerated by the voltage V in the right-bound direction = qV
So, its velocity is towards right.
Now the electric field E = 200 V/cm is directed to the left and it will slow down the charge.
Force felt by the charge = qE
Workdone by E on the charge must cancel all the energy it had.
So, workdone by E = KE of the charge
=> qE x d = qV
=> V = Ed = 200 V/cm x 10cm = 2000V
