It seems from the graph that the ideal quenching is depicted by the curve number 5. If you take a vertical line from 3 eV/mol specific energy from the x axis, it intersects the curve number 5 at a particular point. Now, from that particular point on curve 5, if you take a horizontal line, then it intersects the efficiency or efficiency (%) at 50 %. Hence, 50 % is the answer it seems.
