The Owner refuses saying he never actually signed a change order from you. Do you have a legal right to demand payment? this is very typical situation , you have to get signed when ever change in work and owner too should have some ethics and morals . you will not get any benefit of legal right to demand payment rather you have to convence the owner and take sign for new work order (even for less rate than before) and get payment accordingly.
