We know that VMT = Amount of daily traffic on roadway segment*length of segment
Given no. of vehicles after changing in parking policy is 1000.
Hence 55+26+19 =100% = 1000 which means 1% = 10
Before change in parking policy
VMT1= 650*1500
VMT2 = 200*2500
VMT3= 150*2000
VMTparking area = VMT1+VMT2+VMT3 = 650*1500+200*2500+150*2000 = 1775000
After change in parking policy
VMT1 = 550*1500
VMT2 = 260*2500
VMT3 = 190*2000
VMTparking area = VMT1+VMT2+VMT3 = 550*1500+260*2500+190*2000 = 1855000
Percentage change in VMT = (1855000-1775000)*100/1775000 = 4.51%
Given the no. of people travelled are the same before and after changes = P
PMTinitial = P*l where l is the length of the parking area
PMTfinal = P*l

Distance travelled = 650*1500+200*2500+150*2000 = 1775000 miles
After change in parking policy
Distance travelled = 550*1500+260*2500+190*2000 = 1855000 miles
Given rate of fuel consumption is 14 miles/litre
Hence fuel consumed before change in parking policy = 1775000/14 = 126785.71 litres
Fuel consumed after change in parking policy = 1855000/14 = 132500 litres.
