1) Because columns are mainly subjected to compression and concrete is very good in taking compression. But beams are subjected to both tensile and compressive stresses. These stressses in beams are nearly equal. As concrete is less capable to taking tension, more reduction factor is required. Hence more reduction factor for beams and less for columns.
