This problem can be solved only by using GIS software, manually doing is complex and tedious...

If you have ArcGIS licenced software it's pretty good , other wise download QGIS it's a open source software ..here are the steps to do it

1. Geo reference the given image either soft copy if you have or scanned the hard copy by upload it to GIS software

2. Proper projection system established for the area needs to be selected while Geo referencing I.e WGS84 etc

3.create a point shape file after georeferencing , now right click on point shape file open attribute table upload the given table data to attribute table I.e only latitude longitude values are enough(if you want more details upload entire table)

4. Now the given points are automatically highlighted on the map

5. Click on any point highlighted on map it's shows details of that point i.e attribute values of corresponding point
