Regulation of the linear metabolic pathways can be done at any step of the pathway to regulate it. For example, in the pathway of glycolysis the third step is regulated, which is catalyzed by the enzyme phosphofructokinase.

Glucose is a monosaccaride and its catabolism does not form glycogen. Glycogen is a polymer of glucose which is formed by the polymerization of glucose monomer units by the process of glycogenesis. As glycogen is being synthesized by glucose it is an anabolic process.

Decreasing the availability of first substrate in a reaction does not decrease rest of the metabolites in the pathway.

Metabolic flux is the rate of turn over of molecules through a metabolic pathway. Therefore, metabolic flux does not increase only when enzyme activity is high, it also depends on the substrate.

Glucose is a monomer of carbohydrate. Glycogen is a stored form of glucose in the polymerized form. Glucagon is the harmone secreted by the islets of langerhans of pancreas. It regulates the glucose metabolism but it is not a carbohydrate.
