Think of potentials like altitude... that is, changes inpotential are like going up and down from one location toanother. . So in this case you go...   from A to B,  up 8 .    from B to C    down 2 .    from C to D      down13 . Now where are you, compared to A? You went  8 - 2 - 13  =     - 7 . At D you are down 7, or 7 below A. This means to go fromD to A you must go up 7, so .     VA - VD  =   7 V             and notice that   8 - 2 - 13 + 7 = 0
