Assume that the electric field is propotion to the sparklength. we have the E=2e4*8 Gauss'law state that E*S=Q/0 Q is the charge on the surface in this case. E=2e4*8 and S=4r^2. plug in we have Q=E*S*0=4,55e-7(V/m)
