The correct explanation is Before we started, the rod and fur did notattract each other beacause they were neutral i.e. the negativecharge on fur is equal to positive charge on fur and thesame ids true for the glass rod. On rubbing them together makescharge transfer possible between them. Suppose - ve charge istranferred from fur to glass rod. This will make the rod -velycharged and leaves a net =ve charge on fur.
