as it reaches to water surface, vertical displacement y = 0 - 68 = - 68 m

y = v0y t + ay t^2 / 2

- 68 = 0 - 9.8 t^2 /2

t = 3.72 sec

this is time, stone will take to reach water.

so this is the time that raft have to reach below the bridge.

x = v t = 4.5 x 3.72
