Explanation / Answer
DNase I cleavage sites indicate that these are in open state i.e. in unwound state free from nucleosomes. This marks the region of active gene expression. While other regions, where they are resistant to DNase I treatment indicate that they in a closed state which states that they are inaccessible for the gene expression.
Not all the genes are expressed in the cell at all times, genes are expressed in a cell type-specific manner. The DNase I cleavage sites appearing in some cell types, means those are expressed in those cell types but not in others.
