to minimize the moment of inertia, the axis must pass through the cenre of mass. And while calculating the moment of inertia, we take the sum of mr2 of all small elements. this will be minimum when r of every elemet is minimum. so mass should be as close to the axis as possible.

Hence (A) is the correct option of both questions since both the questions are the same

Note: to maximise the moment of inertia, axis through one end and mass as far as possible from the axis.
