The force acting on a current carrying conductor in a magnetic field is given by

  F= | IL X B | = I*L*B*Sin©

Where © is the angle between L and B.

a) The wire ad is anti-parallel to the field B

So force on ad wire F1 = ILB sin180 =0

Force on be is F2 = ILB sin0 = 0

The wires ab and bc are perpendicular to the Field B.

So force on ab wire is F3 = ILB sin90 = ILB = (8)(0.25)(0.5)

   so F3 = 1newton acts perpendicular to the paper outward.

And force on bc wire is F4= ILB sin90= 1newton acts perpendicular to the paper inward.

b) So the total force acting on the loop = F1+F2+F3+F4

So F(total) = 0 + 0 + 1.0 - 1.0 = 0.
