If left means west direction then the angular velocity is in south direction i.e out of the tires. Although the car is slowing down, the rotation will still be in the counter clockwise direction when moving in the left direction hence using right hand rule the angular velocity will be pointing out of the tires or out of the page on which the tires are drawn.
