The formula for potential due to point charge is V= kq/r so what they are actually doing is that they are finding the potential due to the given 5 point charges (each 10uC) at the given point. This Q= 10uC and r1,r2,r3,r4,r5 are the respective distances of each of the point charges from the point we are calculating the potential. And K is constant which has value 9 x 109 and Nm2/C2 is its unit just as length has unit of meter(m).

In part B it is same but here we are calculating a vector quantity electric field whereas potential is a scalar quantity. We cannot directly add vectors. So we are trying to superimpose these vectors. r is the distance of point from where you are calculating field and r cap means it is a position vector of the charge. E4 and E5 are the field due to charge number 4 and 5 respectively. Also 10-5 is same as 10 x 10-6 so whichever you write is correct.
