1. When the level is moving with constant velocity there will be no force (acceleration) on the liquid inside the level so the bubble will remain in the centre. So the first option is right
2. When the level accelerates towards right , the liquid resists to get accelerated ( inertia) so it tries to remain back which will send the bubble towards right. So second figure is right
