The truck travells 11 blocks north and 19 blocks east and 24 blocks south then the net travelling in south direction = 24-11 = 13 blocks and in the east = 19 blocks.

The final distance will be magnitude of vector sum of these two displacements.

So the final distance = sqrt(13^2+19^2) = 23 blocks.

The angle relative to east = -tan^-1(13/19) = -34.38 degrees.
