Newton's second law: F=ma (summed).
--> (28-15.6)*9.81 = (28+15.6)*accel
-->accel = 2.79m/s^2

Tension_Left = Tension_Right = 28*(9.81-2.79) = 196.56 N
Notice that the items are moving, so it's not the same as static tension.
