1. making data vailable to public has advantage is that people become aware of the situation, they can help in rectifying the situation morover the laws can be made accordinglybut negative aspect is the situation can cause panic, people may not be motivated and which cause failure of plan , goverment may have to find different ways to implement the rule because it is hard for eveypne to understand
