Refractive index = real depth / apparent depth,

or apparent depth = real depth / refractive index

So, whenever a ray of light travels from rarer medium to denser medium, the apparent depth will always be lesser than real depth.therefore the apparent location of the fish will be closer to the water's surface in saltwater than it was in freshwater.
