here in the first case , the swimmer appears to be closer than in reality because when light rays travel from denser medium ,they tend to bend away from actual direction.in the first case water is dense medium and light rays bend away.so the image of the fish appear closer than its real distance.

Part B:

In the second case ,for fish swimmer face appears to be farther than in reality.The same can be explained using the above logic.Air is not as dense as that of water ,so light rays travelling from air into water beat towards normal direction and hence swimmer face apppears farther to fish.
