as per dot and cross notation , I am considering the magnetic field is coming out of the page perpendicular to the surface.

firstly in each side of loop as per magnetic force F = q(VxB) we get the direction of force and we get that positive charge is accumulated at bottom and negative charge at top

later as charges get accumulated an electric field is set from positive charge to negative charge and a force is applied as F = qE which is in opposite direction to that of magnetic field

at equilibrium Fe = Fm ie., qE = q(VxB) ; E = VxB

according to this we get the direction of Electrical field as from bottom to top ie., upwards in both sides
