For any location that was once part of the Soviet Union (and almost always part of Czarist Russia before it), be able to say whether it remains part of post-communist Russia or is now politically independent of Moscow in one of the fourteen new states formed from the Soviet collapse in 1991. Russians collectively call the combined areas – parts of Eastern Europe, Transcaucasia, and Central Asia – the “Near Abroad.” For nearly a quarter-century, this has been Russia’s most important geographic concept with regard to its foreign relations. The territory is shown in the Canvas reference map, “Russia’s Near Abroad.” (Although textbook Figure 5-6 is helpful, it does not use the term “Near Abroad.”) You need to know what the Near Abroad is and where it is located. Without this knowledge it is impossible to understand the political context of some major recent territorial conflicts, including wars that broke out in Georgia in 2008 and Ukraine in 2014, and possible future conflicts as well.

The term "Near Abroad" was fabricated in the 1990s by a Russian foreign minister to describe the countries formerly controlled by the Soviet Union and the Russian Empire. It is called as sphere of influence. According to the political language of Russia, the Near Abroad is mentioned to the newly independent republics which appeared after the cessation of the Soviet Union. It the term which is used by the Russian federation to refer 14 Soviet states other than Russia.

The Near Abroad Geopolitical issues energy shortages /supplies, irredentism territorial issues, and Russia's military presence in more than half the former Soviet countries. 25 million ethnic Russians living in the 14 former Soviet state and the desires of Russian living outside of Russia to achieve their own rights and territories is called irredentism.
After the rose revolution of Georgia and the orange revolution of Ukraine the independent Pro Western orientation of these countries became the main problem faced by the Russian Federation. Therefore maintaining the territorial security became important for Georgia and on the other hand after the Russian Federations occasion of Crimea became an important issue for Ukraine.
