Minnesota is recognized for its abundant and important water resources.It has more than 10000 lakes.The first state drainage act was passed in 1858 and the purpose of act was to enable joint, private drainage projects to make land more productive for agricultural, protect public health and to promote commerce.But now a days the state had violated the public trust as well as environmental laws in allowing excessive pumping of the Prairie du Chien aquifer, without really knowing what amount would be used for future availability.Recently court has ordered the DNR to stop issuing permits for any more wells within a five mile radius of White Bear lake.The Minnesota Department of Natural Resources (DNR) issued a brief statement: Surprised and deeply disappointed. An appeal was not ruled out.So I believe water conservation is top priority. Expectations for future water use and demands must be managed using sound water resource information and a profound understanding of the relationship between human activities and natural conditions.

Besides natural recharge to the groundwater, water can be stored (1)in a reservoir upstream of a dam or (2) artificially infiltrated into an underground aquifer.Artificial recharge system is important in order to evaluate future water availability.It is becoming a major alternative for overcoming seasonal groundwater deficiency.It can be done using any surplus surface water.
